A 100% South African Employers Problem

South African Employers are faced with multiple challenges some of which are unique to this part of the world. For example - how to keep your employees motivated when the "legal" deductions from their wages don't leave them with enough money to get to work everyday - let alone feed themselves and their families?!
This is the case in companies and organisations across South Africa, especially in Government Departments which is outrageous as the government itself has guidelines for this sort of thing which are sadly never followed.
And the impact doesn't stop there - with up to 75% of some municipal staff groups paying between 3 and 36 "Garnishee Orders" (really called Emolument Attachment Orders) EACH - the knock-on effect to the statistically 18 to 42 dependants (direct and indirect) of that ONE employed individual could be one of the primary instigators of the high levels of survival-crime in South Africa.
And in an astoundingly high number of cases, these EOA's are incorrect! Issued from the wrong courts, for incorrect amounts, at inflated charges and interest! So even if the process DID start with a valid debt, the likelihood is that these majority-lower-income individuals will end up being defrauded out of two or three times what they really SHOULD pay on their debts!
How does this happen in a country with at least a decent framework of Law and Order? It all starts with the Employer and the Employee not knowing their rights and the boundaries of law around legal deductions. For example it is NOT LEGAL to deduct more from an employee than they can afford to spend without compromising their ability to support themselves and their families. It is NOT legal to charge more than very clearly defined interest rates and collection charges. But Employers and employees stumble around in the dark on these matters as poverty and crime spreads and with the high cost of hiring an attorney to sort it all out, everyone suffers.
Lack of productivity in the workplace to higher crime rates, a potentially superior employee can be driven completely off the rails when unable to support him/herself and their families - and its all so unnecessary.
