A 100% South African Employers Problem

South African Employers are faced with multiple challenges some of which are unique to this part of the world. For example - how to keep your employees motivated when the "legal" deductions from their wages don't leave them with enough money to get to work everyday - let alone feed themselves and their families?!

This is the case in companies and organisations across South Africa, especially in Government Departments which is outrageous as the government itself has guidelines for this sort of thing which are sadly never followed.

And the impact doesn't stop there - with up to 75% of some municipal staff groups paying between 3 and 36 "Garnishee Orders" (really called Emolument Attachment Orders) EACH - the knock-on effect to the statistically 18 to 42 dependants (direct and indirect) of that ONE employed individual could be one of the primary instigators of the high levels of survival-crime in South Africa.

And in an astoundingly high number of cases, these EOA's are incorrect! Issued from the wrong courts, for incorrect amounts, at inflated charges and interest! So even if the process DID start with a valid debt, the likelihood is that these majority-lower-income individuals will end up being defrauded out of two or three times what they really SHOULD pay on their debts!

YCL applauds Parliament for approving the Municipal Systems Amendment Bill

The Young Communist League  [uFasimba] applauds parliament for having passed the Municipal Systems Amendment Bill today after having failed to do so late last month. The YCL sees the Bill as central in ensuring that municipalities improves service delivery and appoints competent officials whose preoccupation will be to serve the people than pledge allegiance to their political parties. The bill will also empower Counsellors to hold municipal officials accountable and break the intrinsic and corrupt relationship that has been evident in many municipalities between politicians and managers.


The separation of politics from municipal management will also help diffuse the role many managers played in ensuring that they get elected, and thus account to themselves. This will also help protect officials who perform better but are put under pressure, and sometimes dismissed, solely based on their political allegiance.
The YCL does not support the belief that this was only an ANC phenomenon, as other political parties; especially the Inkatha Freedom Party and the Democratic Alliance were guilty in many instances of the cadre deployment policy they accuse the ANC of.


The YCL also sees the bill as being central to the continued fight against corruption at a local level, and will put municipalities on a different pedestal as they put people first and not the interests of the pockets of those at the helm.

Standard Bank Group assists City of Johannesburg in raising successful R850-m 10-year bond

Standard Bank Group has successfully issued a R850-million, 10-year bond for the AA-rated City of Johannesburg, South Africa, at JIBAR (Johannesburg inter-bank agreed rate) plus 195 basis points.

Andrew Costa, Head Debt Capital Markets at Standard Bank Group, says: "Standard Bank is delighted with the success of the bond issue. It was a difficult time for a municipality to issue given the quantum of issuance in the bond market at the moment especially with the big banks who have issued approximately R15 billion already this year and add to that the pending municipal elections.

"However investors have found comfort in the quality and price of the paper issued the track record of management and the future potential of this city."

The bond, a senior unsecured fixed rate bond paying a coupon of 10.78%, was issued on 23 March 2011 within the price guidance provided to the market.

"We have a long history of innovation with the City of Johannesburg, having partnered with them to establish the first municipal domestic medium-term note programme in 2005, the first listed municipal Retail Bonds in 2007 and the first municipal commercial paper issuance (paper with a duration of under 12 months) in 2009. We were very happy to partner with them again on this bond issue, says Mr Costa.

 

Eskom sets out plans to meet winter supply challenges

Friday, 8 April 2011: Eskom today detailed its plan to meet electricity supply challenges in the coming winter months, when higher demand will increase the load on a tight power system.

Brian Dames, the Eskom Chief Executive, and his senior management team provided the information at Eskom’s second quarterly briefing on the state of the power system.  As he did at the January briefing, Dames emphasised that, while Eskom is resolved to keep the lights on during difficult periods over the next few years, Eskom cannot do it alone. Success requires the support of all electricity consumers through reduced demand and energy efficiency measures.

“We are managing a tight power system. We are on alert and we will continue to communicate with our stakeholders on the state of the system,” he said. “Eskom managed to keep the lights on during the first quarter of 2011, thanks to innovative supply-side initiatives, active demand-side management and the co-operation
of 49 million South Africans.

“The winter season will be even more challenging, but Eskom is working actively to improve supply and reduce demand in order to manage increased risks to the system.” Dames reminded South Africans to use electricity wisely. “If you’re not using it, switch it off!”

The Minister of Public Enterprises Malusi Gigaba said: “The Department of Public Enterprises (DPE) remains resolute that the country should never go through another period of painful, rotational load-shedding as experienced in the past. Therefore the prudent use of electricity by all South Africans, including households, industry, government and business, will assist us in this regard.”

The Democratic Alliance has parliamentary questions waiting on the order paper for answer as soon as normal Parliamentary proceedings resume asking Justice Minister Jeff Radebe whether it is true, as reported by the Mail & Guardian (5 Feb) that he asked the Acting Judge President of the Western Cape to agree to appointing former National Director of Public Prosecutions (NDPP) Mokotedi Mpshe to the Cape bench in an acting capacity; whether he approached the senior judge of the North West Division, and whether he approached any other Judge President in any other division.

DA submits application for teaching to be declared an essential service

The Democratic Alliance has submitted its application for teaching to be declared an essential service. The application has been submitted to the Essential Services Committee, which falls under the Committee for Conciliation, Mediation and Arbitration at the Department of Labour.
The Committee is required, when it receives such an application, to follow certain processes, including calling for public submissions and holding a public consultation process, in order to make up its mind. We will be participating in all these processes to ensure that our argument is heard.

COPE MP’s walk out of Parliament

The Big Five: Five ANC metros owe the SABC R5 million

In response to a Democratic Alliance (DA) parliamentary question, the Minister of Communications has revealed that that five of South Africa’s six metro municipalities owe the SABC just over R5 million in outstanding debt for advertisements. The only metro not to owe the SABC anything at all is the City of Cape Town. R4.5 million of that debt has been outstanding for more than 120 days, or three months.

Yesterday, the National Treasury issued the South African Reserve Bank Amendment Bill to counter the actions of a group of shareholders whose activities have brought into question the ability of the bank to operate effectively. In particular, this group appears to be seeking influence beyond that intended in the Act, and has introduced uncertainly over the ongoing good governance of the Bank.

The stealing has begun: 100,000 school children risk losing daily meals – DA

News that school feeding scheme suppliers in the Eastern Cape have not been paid since January signals the urgent need for action by the Minister of Basic Education.
100,000 schoolchildren risk losing their daily meals as the provincial department has not paid them for three months. The Education Department in the Eastern Cape admits it owes more than R10 million to 86 suppliers, and seems undecided on when they will be paid.
